Regular flights are there from all over India to Delhi or Chandigarh from where regular buses ply to Kullu and Manali. Kullu also has an airport (Bhuntar Airport) which can be reached by flight but frequency is very less.Flight tickets can be cheap if booked well in advance. You can approach Manali either from Delhi or Chandigarh. Regular buses ply on this route. Buses can be booked online. The road is very well marked and can be travelled by car also. Regular trains are available from all major stations to Delhi. From Delhi, trains are there to Chandigarh, from where you can take a bus to Manali. Another good option is to reach Kalka from Delhi (via Kalka Mail). Board a connecting train to Shimla (World Heritage Toy Train). From Shimla, Manali is only 2-3 hours drive.

Passengers arriving at Himachal Pradesh from the states of Maharashtra, Uttar Pradesh, Delhi, Karnataka, Gujarat, Rajasthan and Punjab for tourism related activities are advised to carry negative Covid-19 RT-PCR test reports issued not earlier than 72 hrs from an ICMR approved laboratory. Passengers arriving at Himachal Pradesh are not required to register or acquire any permission/approval/e-permit for inter-state and intra-state movement. Quarantine requirements will be as prescribed by the Department of Health and Family Welfare from time to time. All passengers arriving from International flights into India must have the Aarogya Setu App installed on their mobile phones. It is mandatory for all arriving passengers to submit a self-declaration form on the online portal –www.newdelhiairport.in, atleast 72 hours prior to their travel. RT-PCR test is not required for passengers travelling on international flights to India on direct flights and also not required for passengers who do not wish to seek exemption from institutional quarantine. All asymptomatic passengers who are travelling on connecting flights will be exempted from institutional quarantine at the transit city if they are carrying a negative RT-PCR test report which has been conducted within 96 hrs prior to their flight. They can also get the test done at the transit city airport. If the test result is negative, passenger will be permitted to travel further on the domestic flight. On arriving at the destination city, all state guidelines will be applicable. All asymptomatic passengers arriving from international fights are exempted from institutional quarantine if they are travelling under exceptional and compelling circumstances, such as pregnancy, death in family, serious illness, and parent(s) accompanied by children of the age of 10 years or below, or those who are travelling due to personal distress. However, these passengers will have to undergo mandatory 14 days of home quarantine. Exemption from institutional quarantine can be sought if they have applied for it online on www.newdelhiairport.in, atleast 72 hours prior to their flight. Passengers may also seek exemption from institutional quarantine by submitting a negative RT-PCR test report on arrival. This test should have been conducted within 72 hrs prior to their flight. The test report should also be uploaded on the portal for consideration, along with a declaration with respect to the authenticity of the report. Passengers arriving without the negative RT-PCR test report and wishing to seek an exemption from institutional quarantine may also avail the facility available at the airports to undergo RT-PCR testing (where such provisions exist), at their own cost. All passenger who will be given exemption from institutional quarantine must self-monitor their health. Passenger arriving without the RT-PCR negative report and not opting for RT-PCR test at the airport (if facility is available)/arriving at an airport where testing facility is not available will have to undergo mandatory 7 days of institutional quarantine followed by 7 days of home quarantine.FAQ
